Greg's Legislative Priorities
In his first two years serving the House of Delegates, Greg focused on advocating, supporting, and advancing policies and budget priorities that invest in education, public safety, and economic growth for District 39. To date, he has successfully passed legislation that focused on:

Reducing reckless & aggressive driving (HB 774/SB 590 - known as the Sergeant Patrick Kepp Act, signed into law in 2025)

Establishing an income tax reconciliation program for justice involved individuals to easily process tax payments (HB 634/SB 295 - pending Governor signing into law in 2025)

Protecting homeowners and home improvement contractors (HB 783/ SB 806 - signed into law in 2024)

Ensuring sustainable development in rural communities (HB 1465/ SB 196 - signed into law in 2024)
​Greg currently serves on the Ways in Means Committee and Early Childhood Development Subcommittee in the Maryland House of Delegates. He was also the Vice Chair the Economic Development Committee for the Montgomery County Delegation. Greg is committed to ensuring that residents in District 39, Montgomery County, and Maryland have access to the resources they need to succeed.


Funding Key Projects for District 39
During the 2025 legislative session, Greg successfully secured funding for key construction projects in District 39. They include:

$65,000 in grant funds to the Housing Opportunities Commission of Montgomery County to improve the soccer field at the Cider Mill Apartments

$500,000 for the Centerway Local Park

Where Greg Stands
Enhancing Education Opportunities
As a former Head Start teacher, Greg knows first hand that education is the cornerstone of a thriving society. Most recently, Greg's bill HB 325/SB 451 was signed into law - which provides students the opportunity to take the GED exam in Spanish and require the State of Maryland conduct a study on offering the GED in other languages. Greg is dedicated to addressing educational inequities for Montgomery County Public Schools students by increasing funds for schools and better teacher support. Greg also supports individuals pursuing non-traditional careers as an alternative to attending four-year-college institutions. That's why Greg will work to advance career and technical education programs. Additionally, Greg will fight for opportunities that prepare students from early childhood to higher education for the 21st century workforce as a member of the House Subcommittee on Early Childhood Development.

Jobs & Economy
Hard working families and individuals are the drivers of our economy, which is why Greg strongly believes economic prosperity should be within reach for every Marylander. Greg is devoted to protecting workers’ rights, creating pathways to well-paying jobs, and ensuring that workers are fairly compensated. Most recently, Greg filed a bill to help raise the minimum living wage for education support professionals to $25.00 (HB 1369/SB 892). The goal of the bill was to increase the minimum wage. However, this bill was incorporated into the State Budget. As a result, the Office of the State Superintendent is required to study the feasibility of establishing a $25.00 per hour minimum wage for Noncertificated Education Support Professionals. The report is due in August 2025. The feasibility study is a step forward for HB 1369/SB 892. Greg is committed to supporting legislation that tackles the high rising costs experienced by families - especially low-income families living in District 39 and across Maryland.

Affordable Housing
Housing is a fundamental right, and Greg is dedicated to addressing the affordable housing crisis in Montgomery County, especially for vulnerable populations that includes seniors. Greg has a record of working with seniors on fixed incomes who became homeless due to high rent costs. Leveraging existing partnerships throughout Montgomery County, Greg will collaborate with stakeholders to develop innovative solutions that make housing more affordable through incentivizing the construction of affordable housing units for those in need.

Public Safety and Victims’ Rights
Greg is dedicated to evaluating and strengthening current public safety measures to meet the needs of victims of crime in District 39. Most recently, Greg's bill - the Sergeant Patrick Kepp Act - was signed into law. This law aims to reduce reckless and aggressive driving. Maryland needs effective public safety initiatives that swiftly respond to crime incidents. Greg will continue his commitment to providing resources to victims of violent crime. He is a vocal advocate for funds to expand robust programs that provide a combination of legal assistance, counseling, well-being, and mental services to help survivors and their families rebuild their lives.


I am proud that my legislative votes earned a 100% score on the 2024 Maryland Humane Scorecard from the Humane Society Legislative Fund. I will continue to promote animal protection issues in the House of Delegates.
